...Following the promulgation of the National Mobilization Law in 1938, the Film Law was enacted in 1939, when World War II began, which legalized a licensing system for film production and distribution, a registration system for filmmakers (directors, actors, cameramen), advance censorship of feature film scripts, compulsory screening of cultural films and newsreels, and restrictions on the screening of foreign films. During this time, the Manchuria Film Association was established in northeastern China in 1937, when the Sino-Japanese Incident occurred, and China Film Company was established in Nanjing, China, and North China Film Company in Beijing, China, both of which were state-sponsored companies, in 1939, when the Film Law went into effect, and film production by the state in foreign territories began to expand. The new film system based on the Film Law was severely strengthened, and after the outbreak of war between Japan and the United States in 1941, in 1942, film companies were reduced to three: Toho, Shochiku, and Daiei, which had absorbed Shinko Kinema, Nikkatsu, and Daito. The more than 200 cultural film production companies were consolidated into three, and foreign film import companies into one.
