River construction - Kasenfushin

...One of the flood control systems of the Edo period, in which when a large river was being constructed, the shogunate imposed an equal amount of national tax on the peasants in the provinces that contained that river, and carried out this work under the leadership of the shogunate.

The oldest example of river construction using a national government-style method is the embankment construction work in Owari Province, which was carried out under Toyotomi Hideyoshi in 1594 (the third year of Bunroku) as part of the "Soukoku-shutsu" (a general expedition to the province). Historical documents show that similar construction work was carried out in Mikawa, Mino, Owari, Kinai, Bitchu and other provinces in the early Edo period.
