James Gadsden, who wanted to build a transcontinental railroad in the southern United States, negotiated as a special envoy for President Pierce, and the United States purchased 76,770 km2 of land in what are now the southern tips of Arizona and New Mexico for $10 million (about 1/6 of the federal government budget at the time).
