Loan Limit System - Kashidashigendo Gakusei

As part of the new monetary adjustment method adopted by the Bank of Japan in November 1962, this system set a loan limit for city banks that were particularly dependent on borrowing. In principle, borrowing from the Bank of Japan at the official discount rate exceeding this limit was not permitted, and if a bank exceeded this limit and relied on borrowing from the Bank of Japan, a special high rate of 4% above the official discount rate per year (1 sen per day until August 1969) was imposed. This system was intended to curb the accumulation of Bank of Japan loans, in other words, to curb banks' over-loan situation, and to normalize the financial system. However, in recent years, the Bank of Japan has been actively implementing monetary adjustments through operations other than Bank of Japan loans, and the need for banks to rely on Bank of Japan loans has significantly decreased. In January 1996, the Bank of Japan abolished this lending limit system.

日本銀行が1962年(昭和37)11月に採用した新金融調節方式の一環として、とくに借入依存度の高い都市銀行に対して貸出金の限度額を設けた制度。この限度額を超える公定歩合による日銀借入れは原則として認めず、もし銀行がこの限度額を超えて日銀借入れに依存するときには、公定歩合の年4%(1969年8月までは日歩1銭)高という特別高率が課せられることになった。この制度は、日銀貸出金の累増、つまり銀行のオーバーローン状態を抑制し、金融正常化を図ることを意図したものである。しかし近年、日本銀行は日銀貸出し以外のオペレーションによる金融調整を活発に実施してきたため、銀行にとって日銀貸出しに依存する必要性が著しく低下してきた。1996年(平成8)1月、日銀はこの貸出限度額制度を廃止した。
