As part of the new monetary adjustment method adopted by the Bank of Japan in November 1962, this system set a loan limit for city banks that were particularly dependent on borrowing. In principle, borrowing from the Bank of Japan at the official discount rate exceeding this limit was not permitted, and if a bank exceeded this limit and relied on borrowing from the Bank of Japan, a special high rate of 4% above the official discount rate per year (1 sen per day until August 1969) was imposed. This system was intended to curb the accumulation of Bank of Japan loans, in other words, to curb banks' over-loan situation, and to normalize the financial system. However, in recent years, the Bank of Japan has been actively implementing monetary adjustments through operations other than Bank of Japan loans, and the need for banks to rely on Bank of Japan loans has significantly decreased.
