Japanese: 影の内閣 - かげのないかく（英語表記）shadow cabinet

In the British Parliament, known as the birthplace of parliamentary democracy, the opposition party has created a "shadow cabinet" consisting of the same positions as the ruling party's cabinet so that it can respond to a change of government at any time. Its operating expenses are covered by public funds. In Japan, the then Socialist Party launched a shadow cabinet in September 1991, with Tanabe Makoto as its "head." The Democratic Party, currently the largest opposition party, has also established a shadow cabinet called the Next Cabinet since 1999. However, in Japan, the shadow cabinet is not funded by public funds.

議会制民主主義の母国といわれる英国の議会では、野党(反対党)が、いつでも政権の交代に対応できるように、政権党の内閣と同様のポジションからなる「影の内閣」(シャドー・キャビネット)をつくってきた。その運営費は国費をもって充てられている。日本では、1991年9月に当時の社会党が、田辺誠委員長を「首班」とする影の内閣を発足させた。現在の野党第一党である民主党も、99年以来、次の内閣(ネクスト・キャビネット)なる影の内閣を設けている。ただし、日本の場合には、影の内閣に対する国費の支弁は行われていない。
