Early guidance in the United States

The guidance movement, mental hygiene movement, and educational measurement movement that developed in the early 20th century in the United States can be said to be the pillars of modern guidance. What these social movements have in common is the respect for human subjectivity and individuality. This was introduced into school education as a countermeasure to the tendency toward standardization and dehumanization in school education. The main types of ideologies in early guidance in America can be listed as follows: social reform ideology, Christian ideology, social Darwinism, and scientism ideology.

Guidance in Japan

Guidance in Japan was emphasized in the reports of the American Educational Mission after World War II, and was introduced intentionally and systematically into school education. Research into guidance began under the direction of the American Civil Information and Educational Agency (CIE), and the book "Guidance" was published in 1948 (Showa 23). Guidance was also taught at seminars for retraining teachers. This became the trend for Japanese guidance, which eventually became established as "student guidance." Therefore, it can be said that the ideas and methods of student guidance were heavily influenced by guidance.

Purpose and Function

Guidance is defined as the process of helping individuals discover and develop their potential through their own efforts, aiming at personal happiness and social usefulness. In other words, guidance aims not only at the social adaptation of individuals, but also at the reform of society for the better. Guidance has three functions: adaptation, distribution, and accommodation. The adaptation function is to encourage students to adapt to the school's learning content and school rules, while the distribution function is to appropriately distribute students to the school's elective courses, elective subjects, and career paths. Furthermore, the accommodation function is to match the school's educational content and school rules to the needs and realities of students, their parents, and the people in the local community. The challenge is to apply these three guidance functions to all areas and contents of school education.

アメリカにおける初期のガイダンス

アメリカ合衆国において20世紀初めに展開されたガイダンス運動、精神衛生運動、教育測定運動などが、現代のガイダンスの柱石といえる。このような社会運動に共通するものは、人間の主体性と個別性の尊重である。これが、学校教育の画一化、非人間化の傾向への対抗として、学校教育のなかに導入されていった。アメリカの初期のガイダンスの主要な理念のタイプをあげると次のようになる。社会改革的理念、キリスト教的理念、社会進化論、そして、科学主義的理念である。

日本におけるガイダンス

日本におけるガイダンスは、第二次世界大戦後、アメリカ教育使節団の報告書のなかで強調され、学校教育のなかに意図的、計画的に導入された。アメリカの民間情報教育局（CIE）の指導のもとでガイダンスの研究が始められ、1948年（昭和23）に『指導』が公刊され、教員の再教育のための講習会でもガイダンスの講義がなされた。これが、日本的なガイダンスの流れとなって「生徒指導」として確立していく。それゆえ、生徒指導の理念や方法は、ガイダンスの影響を大きく受けているといえよう。

目的と機能

ガイダンスとは、個人的幸福および社会的有用性を目ざして、個人が自らの努力によって、可能性を発見し発達させることができるように助力する過程であると定義される。すなわち、ガイダンスは、個人の社会的適応だけでなく、社会のよりよい改革をも目ざすものである。そして、ガイダンスの機能として、適応機能、分配機能、順応機能の三つが考えられている。適応機能は、児童生徒が学校の学習内容や校則などに適応するような働きかけであり、分配機能は、学校の選択コース、選択教科、そして進路などに児童生徒が適切に分配される働きである。さらに、順応機能は、学校の教育内容や校則などを児童生徒や保護者、地域社会の人々の要求や実態に合致させる働きである。これらガイダンスの三つの機能を学校教育のすべての領域・内容のなかに作用させるということが課題になっている。
