From the 15th century onwards, an organization of priestesses was created in Okinawa as a result of the king's religious policy, with the king's sister or queen, called Kikoe Ogimi, standing at the top as the highest priestess, and below her were three priestesses called Oamushirare who governed the noro (celebration maidens) in all regions. Kikoe Ogimi was the highest ranking of the 33 high-ranking priestesses, and was also called Chifujin, with the suffix kikoe, meaning famous.
