...In 1846, the political association Cyril and Methodius was formed in Kiev, and included Shevchenko, as well as the historian and writer Panteleimon Krysy (1819-97) and the historian and writer NI Kostomarov (1817-85), among other intellectuals representing Ukraine in the 19th century. They advocated the formation of a Slavic commonwealth and the abolition of serfdom, but in 1847, all members were arrested, and Shevchenko in particular was exiled to Central Asia for 10 years for the anti-Russian content of his poetry. In the second half of the 19th century, the Russian government implemented a strict policy of Russification against the Ukrainian people, and in 1863, under the orders of the Russian Minister of the Interior PA Baruyev (1815-90), and in 1876, under the Ems Law, not only completely banned the publication of Ukrainian in both original and translated form, but also banned plays, songs, and lectures in Ukrainian.
