…In spite of all this bustle, around the Genroku period (1688-1704) when Kyoto was becoming increasingly urbanized, the river became a dumping ground for rubbish, and the shogunate erected notices prohibiting rubbish dumping at the riverside, such as at Kuramaguchi and Imadegawaguchi. Also, in the middle of the Edo period, Ebiyama Heizo, head of the Muromachi district of Kamigyo, sold Kamo River water in buckets at Dotonbori in Osaka.
