In the following year, 1933, he promulgated a new constitution and established a syndicalist and authoritarian New State (Estado Novo) system. He suppressed anti-establishment movements on both the left and right of the country, and when the Spanish Civil War began in 1936, he concentrated power in his own hands by taking on the roles of Prime Minister, Minister of Finance, Minister of Defense, and Minister of Foreign Affairs.
