Sardine clouds, scale clouds, mackerel clouds are a type of cirrus cloud that look like fish scales. When sea-of-cloud stratocumulus clouds and cumulus clouds hang over the sky, they look like the surface of the ocean when viewed from the top of a mountain, hence the name.
