This was one of the government offices under the Ritsuryo system and belonged to the Ministry of Finance. It was responsible for lacquering. Its staff included one Masa, one Yu, one Ritsuryo, and 20 Urushibe (lacquer workers). In 808, it was merged into the Takumi-ryo (Interior Craftsmen's Bureau).
