Economist of the Meiji and Taisho eras. Born on February 1, 1862 in Mitsuke-cho, Totomi Province (Shizuoka Prefecture). Graduated from the Faculty of Letters at the University of Tokyo in 1885 (Meiji 18), he studied in Germany the following year, learning economics and social policy from leading figures of the New Historical School such as Knies, Conrad, Schmoller, and Wagner for about three years. He then moved to England, where he conducted research on social issues for about a year, returning to Japan in November 1890. In the same month, he was appointed professor at the Imperial University's Faculty of Law, where he taught economics until his retirement in 1925 (Taisho 14). During this time, he founded the Social Policy Society with Kuwata Kumazo and others in 1896, and was active as its central leader, criticizing both liberalism and socialism, emphasizing the need for the state to reconcile the conflict between the labor and capital classes, and working to foster labor unions and enact factory laws. In 1903, just before the Russo-Japanese War, he participated in a proposal as one of the Seven Doctors that advocated a hard-line diplomacy towards Russia. Kawai Eijiro (husband of Kanai's second daughter Kuniko) called him a patriotic man and an old samurai worthy of a nationalist. His major work, Social Economics (1902), was a combination of British liberal economics and German Historical School economics, and was on par with Amano Tameyuki's work at the time as a full-fledged economics treatise written by a Japanese. His other major work was Economics Research Methods (1912). He died on August 13, 1933.
