...The waters off the coast of Peru and Chile are an area with large upwelling currents and are highly productive. In 1970, Peru recorded the world's largest catch of 12.6 million tons, nearly one-sixth of the world's total catch, of which just over 10 million tons was anchovy. (5) Eddy Fishing Grounds Eddies that form on both sides of the tidal boundary, or topographical eddies that form in the shadow of the current due to undersea or coastal topography, are thought to be important for biological production and the distribution and movement of fish schools, and fishing grounds are formed in such places as well.

According to the FAO's summary of the distribution of real-world fish catches, the largest catches are in the North Sea and the northeastern Atlantic Ocean, the northern part of the US Atlantic coast and the northwestern Atlantic Ocean, and the northwestern Pacific Ocean, including the waters off Japan.
