...In response to the establishment and opening of these private paper manufacturing companies, the government-run paper business was planned in 1874 when Tokuno Ryosuke was appointed head of the Ministry of Finance's Banknote Bureau. In 1875, the Papermaking Bureau began construction of a government-run paper mill in Oji, Tokyo, which was completed the following year in 1876. This became the Printing Bureau's Papermaking Department the following year in 1877, and in 1879 the first domestically produced papermaking machine was installed, producing and selling printing paper (up until then it had been handmade). This government-run paper mill had a high level of technology and was also superior in terms of production costs, so private paper manufacturers were put under pressure, and in 1885 five private companies petitioned the government to stop the sale of printing paper, but their petition was rejected. ...
