...It began in 1160 (Eiraku 1) when Emperor Goshirakawa built a shrine to the east of the Imperial Palace Hojujidono, invited the god of Hiei Hiyoshi to be the guardian deity of the detached palace. This was called "New Hiyoshi" and came under the jurisdiction of the Tendai Zasu. In 1162 (Oho 2), the first ritual was performed, and from the Joan era (1171-75), the "Little May Ceremony" was held, with Emperor Goshirakawa often visiting the shrine and making offerings of horses. ...
