River-Basin Comprehensive Development Project

River development is carried out to improve the lives of people in the river basin and promote industry, taking into consideration both flood control (to control floods) and water utilization (to make effective use of river water). When flood control and water utilization technologies are implemented separately, they tend to interfere with each other. A typical example is when building intake weirs or hydroelectric dams to make effective use of a river, which can impede the flow of water and cause problems in flood control. As dam technology has advanced and it has become possible to build large dams, the demands for flood control dams and water utilization dams are in conflict, and the importance of comprehensive river development has come to be recognized.

洪水を制御する治水と，河川水を有効に利用する利水とを総合的に考えて，その流域の人々の生活の向上と産業の振興のために河川の開発を行うこと。治水と利水の技術手段をそれぞれ別々に施すと，互いに障害を起こすことになりがちである。例えば，川を有効に利用するために，取水ぜきや発電ダムを築くと，水の流れにとってはじゃまになり治水上支障をきたすなど，その代表的な例である。ダム技術が進歩し大ダムができるようになるにつれ，治水ダムと利水ダムへの要求が相反するため，河川総合開発の重要性が認識されるようになった。
