From the second half of the 13th century onwards, the manor and public land system was in a state of turmoil and showed new developments. In the western provinces, land stewards exceeded their authority and imposed public duties and labor on commoner peasants, trying to expand their own control by treating the peasants as servants. Violent conflicts broke out everywhere between the peasants and the land stewards, who tried to eliminate these illegal acts by resisting by fleeing or filing lawsuits through the lord's family.
