Born May 9, 1870. Younger brother of Ishimitsu Makiyo. Became chief of staff at the Port Arthur Fortress during the Russo-Japanese War in 1905. Became chief of the European and American Section of the General Staff in 1915, and commander of the China Garrison Army in 1916. After serving as commander of the Military Police, he became commander of the 1st Division in 1936. Lieutenant General. He was known as an expert on China and the inventor of military training. Died December 8, 1937. Age 68. Born in Higo (Kumamoto Prefecture). Graduated from the Army War College. His name is also pronounced "Matsuomi."
