Born on August 5, 1891. Studied under Nagai Hisomu at Tokyo Imperial University. After graduating, he entered the Kurashiki Institute for Science of Labor and studied occupational health. In 1938, he became head of the Department of Occupational Health at the National Institute of Public Health. After the war, he contributed to the establishment of the Labor Standards Act.
