A magistrate in the late Edo period. Commonly known as Seibei, his pen names were Kou and Uken. He was the eldest son of the vassal Arai Michisada. His half-brother was the Navy Chief Admiral Yatabori Kagezo (Kou). He studied at the Shōheiko Academy from an early age, and also studied Japanese, Chinese and Dutch studies. In 1839, he succeeded to the family headship. In 1848, he was appointed magistrate of Hanawa in Mutsu Province (Hanawa-cho, Fukushima Prefecture) by the Small Construction Department, and in 1849, he became magistrate of Ichikawa in Kai Province (Ichikawa Daimon-cho, Yamanashi Prefecture). During this time, he compiled the 22-volume "Makimin Kinkan" (1853), which contained the laws, precedents and customs necessary for the magistrate to carry out his duties. He was also thanked by the people of his domain for his relief measures during the great earthquake of 1854, and was enshrined in a living shrine. In the following year, he became magistrate of Sōri in Mutsu Province (Sōri-cho, Fukushima Prefecture). In the same year, he became the Kanto magistrate. He died suddenly while on duty entertaining the guests at the wedding of Princess Kazunomiya. His other works include "Kou-sosho", "Uken Zatsuzuri", and "Uken Matazuzuri". He is buried at Kyushoin in Ikenohata 2-chome, Taito-ku, Tokyo. <Works> "Makimin Kinkan" edited by Arai Kendo and revised by Takikawa Masajiro

江戸後期の代官。通称は清兵衛,号を香宇,迂軒。御家人荒井道貞の長男。海軍総裁矢田堀景蔵(鴻)は異母弟。早くから昌平黌に学び,和漢,蘭学も修めた。天保10(1839)年家督を継ぐ。嘉永1(1848)年小普請方より陸奥国塙(福島県塙町)代官に任ぜられ,3年甲斐国市川(山梨県市川大門町)代官となる。このとき代官の職務遂行のうえで必要な法令,先例,慣例を収めた『牧民金鑑』全22巻を編纂した(1853)。また安政1(1854)年の大地震の際救済措置を領民より感謝され生祠に祀られた。翌2年に陸奥国桑折(福島県桑折町)代官。同5年には関東代官となる。和宮降嫁に際し,接待の勤役中に急逝した。ほかに著書『香宇叢書』『迂軒雑綴』『迂軒又綴』など。墓は東京都台東区池之端2丁目の休昌院。<著作>荒井顕道編・滝川政次郎校訂『牧民金鑑』
