Alvarez established the Revolutionary Council, he was appointed Chief of Justice (1855) and enacted the Juarez Law, which abolished the privileges of the military and the church. In 1857, a constitution was enacted that would become a model for a federal system, but it encountered stubborn opposition from conservative forces, and a feud arose between him and President Comfort over Juarez's radical policies. …
