A liberal political club in the Taisho period. Amid the growing Taisho Democracy Movement, the Rikken Kokuminto (Constitutional National Party), which advocated political reform such as the immediate implementation of universal suffrage, was at the center of the club, and it was founded on November 8, 1922 (Taisho 11) by 45 members of the Diet, including the Independent Club and the Kenseikai Party Defectors (radical universal suffrage faction). In their founding declaration, they declared their intention to shake hands with the people of Japan, to overturn the status quo, and to reform party problems. They abolished the restrictions on members by party decisions, did not have a party leader, and publicly stated that they were a free and innovative political club, but in reality, the party leader was Inukai Tsuyoshi. 大正時代の自由主義的政治クラブ。大正デモクラシー運動が高まるなかで,普通選挙の即時実施などの政治革新を主張する立憲国民党が中心となり,無所属俱楽部や憲政会脱党組(急進的普選派)などの代議士45名により,1922年(大正11)11月8日に結成された。結成宣言では,天下民衆との握手,現状打破,党弊刷新を表明した。党議決定による構成員の拘束を廃止し,党首を置かず,自由な革新的政治クラブであることを建前としたが,事実上の党首は犬養毅であった。
