Born November 28, 1889. Joined the Ministry of Finance, serving as Director-General of the Financial Bureau and then Deputy Director-General of the Manchuria Affairs Bureau. In 1939, he became a member of the House of Peers, and was Minister of Finance and President of the Planning Board in the Abe Cabinet. In 1942, he was Minister of Greater East Asia in the Tojo Cabinet. In 1953, he became a member of the House of Councillors (elected four times, LDP). He passed away on June 25, 1982.
