International Confederation of Free Trade Unions . International Confederation of Free Trade Unions. An international anti-communist organization of labor unions formed in 1949 by the TUC (British Trade Union Congress) and the AFL (American Federation of Labor), which had withdrawn from the WFTU (World Federation of Trade Unions). Its headquarters are in Brussels, Belgium. In 2006, it was merged with the WCL (International Trade Union Confederation) and others into the ITUC (International Trade Union Confederation).
