International Monetary Fund A country that has accepted the general obligations of member countries as stipulated in Article 8 of the IMF Articles of Agreement. Article 8 stipulates (1) the elimination of restrictions on current payments, (2) the avoidance of discriminatory currency measures such as multiple exchange rate systems, and (3) the granting of convertibility of its own currency to other member countries' currencies, and aims to establish a multilateral payment system for current transactions among member countries and to eliminate exchange restrictions. Japan moved from an Article 14 country to an Article 8 country in April 1964.
