...The Baroque was a revival of the Baroque style of architecture that occurred in France with the advent of the Second Empire under Napoleon III (1852) and his plan to remodel Paris (1853-70). Ludovico Visconti (1791-1853) and Hector M. Lefuel (1810-81) combined Italian Baroque-style sculptural walls and mansard roofs in the new Louvre Palace, which became popular as the so-called "Second Empire style." C. Garnier's Opera House (1861-74) also astonished the world with its splendor, and developed countries, which were in the midst of imperialist competition at the time, came to adopt the Neo-Baroque style, seeing it as the architectural style that best expressed national prestige.
