...He returned to Japan in the same year and, as principal of Tokyo Normal School, he worked to reform teacher training. In 1879, his proposal was accepted and the Music Investigation Section (the precursor to the Faculty of Music at Tokyo University of the Arts) was established. As section chief, he invited Luther Whiting Mason (1828-96), whom he had met while in the United States, to teach there, and with his cooperation compiled the "Collection of Elementary School Songs" (1882-84).
