notary public

...notaries are people who provide public certification, mainly on facts related to contracts and other private rights, and who clarify legal relationships and prevent disputes. Their qualifications and powers vary, and in countries with a strong influence of Roman law, such as France, Italy, Spain, and Latin American countries such as Mexico, as well as the Netherlands, Germany, and Austria, notaries are generally treated as legal professionals, but in Anglo-Saxon legal systems, such as notary publics in American states, notaries are generally considered non-lawyers. In some places, judges, lawyers, and civil servants also perform notary duties.
