Public loan

…In the narrowest sense, it is used synonymously with or without distinction from government bonds, and is also used as a general term for government bonds and local government bonds. In either case, it refers to borrowing through bonds (public loans) or the issued bonds themselves (public bonds). It is a term used in contrast to private bonds issued by private business companies, etc.
