Year of death: December 22, 1925 Year of birth: September 21, 1865 (November 9, 1865) A commercial law scholar and politician from the Meiji and Taisho periods. Born in Gunma Prefecture. His father was Okano Chikami. He graduated from the Imperial University's law department in 1886, where he became an assistant professor and in 1893 he taught commercial law as a professor. During that time he studied in Germany and other countries from 1891 to 1893, where he was taught by Gierke. As a member of the Code Compilation Committee, he contributed to the drafting of the Commercial Code (promulgated in 1899) along with Ume Kenjiro and Tabe Yoshi. In 1906 he was a founding committee member of the South Manchuria Railway. He was Director-General of the Legislative Bureau from 1906 to 1909 and from 1913 to 1922, and an Imperially appointed member of the House of Peers from 1908 to 1925. He was Chief Justice of the Administrative Court from 1913. As Minister of Justice in the Kato Tomosaburo cabinet from 1916 to 1919, he enacted the Jury Act, and at the end of that cabinet in 1919 he was considered one of the leading candidates to become the next Prime Minister. He was Minister of Education and Minister of Agriculture and Commerce from 1919 to 1921, and Vice President of the Privy Council in 1922.
