The conflict between the Japanese and Russian imperialists in the Far East led to the war, but within Russia, there was a conflict between hardliners such as Aleksandr Mikhailovich Bezobrazov (1855-?) and moderates such as Witte, but they shared the view that they looked down on Japan. The war began on February 8, 1904, with a surprise attack by the Japanese army at Incheon and Port Arthur. In his imperial decree declaring war, the Tsar emphasized the treachery of the Japanese army's attack without a declaration of war and appealed for the people's cooperation in the war, but the people found the legitimacy of this to be unconvincing, as it was a war against an unknown country in the distant Far East. ...
