A tribal council in Silla, Korea. The New Book of Tang, section on the Eastern Barbarians of Silla, states that a distinctive feature of Silla politics was that important national affairs were discussed by many people, and if even one person opposed, they would not be carried out; this council was called Hwabaek. The Silla throne was initially proclaimed by Hwabaek. This type of council is a tradition dating back to prehistoric times, originating from tribal councils during the era of tribal confederations, and changed in character to a council of aristocratic tribal chiefs after the establishment of a centralized dynasty.

Washiro

A district in the northwest of Fukuoka Prefecture, in the northern part of Higashi Ward, Fukuoka City. Facing the northeastern corner of Hakata Bay, it is at the base of Uminonakamichi. Former name of the town. It was incorporated into Fukuoka City in 1960. It is currently developed as a residential area. There is a beach and a golf course nearby. The area is part of Genkai Quasi-National Park.

朝鮮,新羅の族長会議。『新唐書』東夷伝新羅の条に,新羅政治の特色として重要な国政は多数の人が討議し,反対者が1人でもあれば実施しないとあり,この会議を和白といった。新羅の王位は当初は和白による推戴という形式をとった。この種の会議は原始時代からの伝統で,部族連合国家時代の部族長会議から生れ,中央集権的王朝が成立したのちは貴族の族長会議に性格を変えた。

福岡県北西部,福岡市東区の北部にある地区。博多湾の北東隅に面し,海ノ中道の基部にある。旧町名。 1960年福岡市に編入。現在は住宅地区として発展。近くに海水浴場,ゴルフ場などがある。付近は玄海国定公園に属する。
