When multiple political parties provide ministers and cooperate within the cabinet, it is called a coalition government. When the parties cooperate outside the cabinet, such as by entering into a policy agreement and cooperating only on matters such as the nomination of the prime minister and the budget, it is not considered a coalition government even if it is a coalition government.
