Guide Dog - Moudouken

A guide dog is a dog that safely guides the visually impaired to their destination. This term is an abbreviation of Orti, a guide dog for the blind, which was brought along by the visually impaired American tourist Gordon JF Gordon who visited Japan in 1938 (Showa 13). A more formal definition of a guide dog is that it is a dog that has been fully trained by a walking instructor with more than five years of experience at a public interest corporation recognized by the national or local government, and that has completed at least four weeks of walking instruction set by the corporation together with the visually impaired person who wishes to use it, and that is equipped with a harness and walks with the user who has a user's license. Therefore, even if a guide dog has completed the training course, if it is not equipped with a harness and is accompanied by someone other than the user who has been instructed on how to walk, it will not be recognized as a guide dog. "Walking" is the most important basic movement in human life, and the use of a guide dog is one effective way to solve the walking problems of the visually impaired. In 1916 (Taisho 5), the breeding of guide dogs began in Germany for people who had become visually impaired as a result of World War I. In Japan, four German shepherds that had completed training as guide dogs were imported from Germany in 1939, but were forgotten after Japan's defeat in World War II. In 1957, the first domestically produced guide dog, Champy, was born, and the history of guide dogs began. Around 1972, guide dogs began to be called "eyemates." In addition, the Road Traffic Law was revised in 1978, stipulating that visually impaired people must walk with a white or yellow walking stick or be accompanied by a guide dog as specified by government ordinance. This revision also allowed guide dogs to accompany people on public transportation. In 2002, the Law on Assistance Dogs for the Disabled came into effect, allowing guide dogs to accompany people in public facilities managed by the national and local governments (it came into effect in 2003 for private facilities such as restaurants, hotels, and inns).

Guide dogs are trained at facilities designated by the National Public Safety Commission, and training takes about six months to a year. There are 9 facilities (10 locations) across the country. Most of the dogs are golden retrievers and Labrador retrievers, and as of 2009 there were 1,070 guide dogs working in the country.

視覚障害者を目的の場所まで安全に誘導するイヌをいう。この語は、1938年（昭和13）に来日したアメリカ人観光客で視覚障害者のゴードンJ. F. Gordonが伴ったオルティとよぶ「盲人誘導犬」が略称されるようになったものである。盲導犬をより正式に定義すれば、国または地方自治体が認めた公益法人において、5年以上の経験をもつ歩行指導員により十分訓練されたイヌが、使用を希望する視覚障害者とともに法人の定める4週間以上の歩行指導を終了した後、ハーネス（胴輪）をつけ、使用者証を所持した使用者本人と歩行する場合のみ、といえる。したがって、盲導犬としての訓練課程を終了しても、ハーネスをつけていない場合、歩行指導を受けた使用者以外の人が伴ったときは盲導犬と認められない。「歩行」は人間生活の基本的動作のなかでもっとも重要なことで、盲導犬の使用は、視覚障害者の歩行問題を解決する有効な一つの手段である。1916年（大正5）にドイツで、第一次世界大戦により目に障害をもつようになった人のために盲導犬の育成が始められた。日本では1939年（昭和14）ドイツから盲導犬としての訓練を終了した4頭のシェパードが輸入されたが、第二次世界大戦における敗戦とともに忘れられた。その後1957年（昭和32）に国産盲導犬第一号のチャンピイが誕生し、実質的な盲導犬の歴史が始まり、1972年ごろから盲導犬を「アイメイト」とも称するようになった。また、1978年の道路交通法の改正により、視覚障害者の歩行は政令で定める白色または黄色の杖(つえ)を携えるか、または政令で定める盲導犬を連れていなければならないと定められた。また、この改正により公共交通機関への盲導犬の同伴が認められている。2002年（平成14）には身体障害者補助犬法が施行され、国や自治体が管理する公共機関への同伴が認められている（レストラン、ホテルや旅館などの民間施設に関しては2003年施行）。

　盲導犬は国家公安委員会の指定した施設で育成されているが、訓練には半年から1年程度を要する。施設は全国に9施設（10か所）ある。犬種はゴールデンレトリバー、ラブラドルレトリバーがほとんどで、2009年時点で国内で働いている盲導犬は1070頭である。
