1822‐84 A politician who played a major role in the establishment of the first constitutional system of the Ottoman Empire (1876). Born in Istanbul, he entered the government at the age of 18. He rose steadily through the ranks, serving as Speaker of the National Assembly (1868) and Governor of Baghdad Province (1869). In 1872, he was appointed Grand Vizier (Sadrazam), but resigned after only three months. After that, he fell out of favor with the Sultan, but in May 1876, with the help of the military, he succeeded in the abdication of Sultan Abdul Aziz and the accession of Murad V to the throne.
