This manor was located in Kuwana County, Ise Province (present-day Kuwana City, Mie Prefecture). According to a petition from the manor official in 1248 (Hōji 2), Taira no Chikane donated the estate to Fujiwara no Yorimichi in 1013 (Chowa 2), but then in 1074 (Shohō 1), Fujiwara no Kiyotsuna donated it again to Fujiwara no Michizane, who established the manor. The first appearance of the manor in historical documents was in a legal inquiry in the early 12th century, which concerned a dispute between Geshi Kume Tametoki and Kanbe Jinin of Kuwana over the collection of port taxes in Seigaichiniwa within the manor. 伊勢国桑名郡(現,三重県桑名市)にあった荘園。1248年(宝治2)の荘官申状によれば,1013年(長和2)平致経が藤原頼通に寄進して立荘されたが,その後退転,74年(承保1)藤原清綱が藤原師実に改めて寄進,立荘されたという。史料上の初見は12世紀初めの法家勘問で,荘内星河市庭における津料徴収をめぐる下司(げし)久米為時と桑名神戸(かんべ)神人(じにん)との相論に関したものである。本家は鎌倉時代までは近衛家。
