Clearly, a half-open interval can have its length or area determined, and thus, if we consider the fully additive measures that can be generated from it, then the Borel set becomes measurable and the measure is defined. Since an open set can be expressed as the union of a countable number of half-open intervals, the Borel set can also be defined as a completely additive family of sets generated from open sets.
