It refers to the systematic and organized creation of written law by a state, and may be carried out for the purpose of organizing and unifying individual laws and customs in response to social changes, but large-scale codification based on new legal principles is carried out especially after political upheaval such as revolutions. The Napoleonic Code from the early 19th century is historically famous as the forerunner of civil law codes, and had a major influence on the codification of laws in continental Europe as well as in Germany and Japan.
