The Japan Commercial Broadcasters Association

An industry group whose purpose is to achieve the public mission of commercial broadcasters (commercial broadcasters) such as television and radio. It is organized by general broadcasters. Its abbreviation is Minbōren. It is also called JBA, which is an acronym for the English name The Japan Commercial Broadcasters Association. It is an organization that deals with issues common to commercial broadcasters, such as ensuring freedom of the press and expression, maintaining and improving broadcasting ethics, and coordinating negotiations with organizations that host major sporting events.

It was established in 1951 as a voluntary organization of 16 radio companies, and became an incorporated association (public interest corporation) the following year in 1952. As of April 2015, 206 companies are members. It is run through membership fees paid by the member companies. The secretariat is located in Kioicho, Chiyoda Ward, Tokyo.

In order to protect journalistic ethics, the station has established guidelines for handling kidnapping reports, aviation accident coverage, and collective heated reporting (media scrums). In collaboration with NHK, the station has established a third-party organization, the Broadcasting Ethics and Program Improvement Organization, which examines broadcast content to ensure that it does not infringe on the basic human rights of viewers. The station has consistently opposed media regulation. Furthermore, in order to achieve its public mission, the station has launched campaigns to eradicate stimulants and prevent global warming. It also coordinates responses and negotiations for broadcasting major sporting events such as the Olympic Games and the World Cup, and is responsible for collective negotiations with music copyright organizations and other organizations.

テレビやラジオなどの民間放送事業者(民放)の公共的使命の達成を目的とする業界団体。一般放送事業者が組織している。略称は民放連。英語名The Japan Commercial Broadcasters Associationの頭文字をとってJBAともよぶ。報道・表現の自由の確保、放送倫理の維持・向上、巨大スポーツイベント開催団体との交渉取りまとめなど民放共通の問題について対処する組織である。

 1951年(昭和26)にラジオ16社の任意団体として発足し、翌1952年に社団法人(公益法人)となった。2015年(平成27)4月時点で206社が会員になっている。加盟各社の加盟料で運営されている。事務局は東京都千代田区紀尾井(きおい)町にある。

 報道倫理を守るため、誘拐報道、航空事故取材、集団的加熱取材(メディア・スクラム)の取扱いについて指針を定めている。NHKと共同で、第三者機関の放送倫理・番組向上機構を設け、視聴者の基本的人権を傷つけないよう放送内容を検証している。メディア規制に対しては一貫して反対している。さらに、公共的な使命を達成するため、覚せい剤撲滅キャンペーンや温暖化防止キャンペーンなども展開している。オリンピック大会やワールドカップなどの巨大スポーツイベントの放送などについても対応や交渉の取りまとめ役となり、音楽などの著作権団体との一括交渉も担っている。
