Western European Union (English spelling)

Abbreviation: WEU. Also known as the Western European Union. The Five Powers Alliance (Brussels Treaty) was established in 1948 by the UK, France, Belgium, the Netherlands and Luxembourg, and in 1954, the former West Germany and Italy joined to form a regional collective self-defense organization (Paris Agreement). Since 1947, the East-West conflict had intensified, and NATO (North Atlantic Treaty Organization) was established in 1949. The West strongly desired West Germany to be rearmed in order to counter the East. The Five Powers Alliance was originally intended to prepare for the revival of the German war of aggression, but France was very wary of Germany, and instead of allowing West Germany to rearm, it proposed the creation of a supranational defense community to control it, but this failed. As a replacement, the alliance revised the treaty to allow West Germany and Italy to join, and changed its name to the WEU. Spain and Portugal joined in 1990, and Greece in 1995. The WEU aims to preserve fundamental human rights and democratic principles, and to this end, it aims to strengthen economic, social and cultural relations, promote collective self-defense and promote European integration. The Treaty on European Union (Maastricht Treaty), which came into force in November 1993, stipulates cooperation with the WEU regarding the defense of the Union. Furthermore, in order to make the EU function as the center of defense for the whole of Europe, it allows the participation of associate members (six countries, including Norway, Iceland and Turkey), observers (five countries, including Austria, Denmark and Finland), and associate partners (seven countries in Central and Eastern Europe) in addition to member states, but all of these countries except Iceland, Norway and Turkey are members of the EU. The organization consists of a Council of Foreign Ministers of the member states and a General Assembly.

One of the main points of the Treaty of Amsterdam, which came into force in May 1995 and established the basic framework of the EU, was the confirmation of the implementation of a common foreign and security policy, including within the framework of a common defense policy to strengthen the unity and independence of Europe. As a result, the functions and capabilities of the WEU were transferred to the EU. Furthermore, the Treaty of Lisbon, which came into force in December 2009, further strengthened the EU's common foreign and security policy. As the EU came to take over the functions of the WEU, and as the UK, Germany and other countries announced their withdrawal from the WEU, the WEU was dissolved on July 5, 2011.

略称WEU。西欧同盟ともいう。イギリス、フランス、ベルギー、オランダおよびルクセンブルクによって1948年に設立された西ヨーロッパ五国同盟（ブリュッセル条約による）に、旧西ドイツとイタリアが加わって1954年に成立した地域的集団自衛機構（パリ協定による）。1947年以来東西の対立が厳しくなり、1949年にNATO(ナトー)（北大西洋条約機構）が成立した。西側は東側への対抗上、西ドイツの再軍備を強く望んだ。もともと五国同盟はドイツによる侵略戦争の復活に備えるものであったが、フランスの対独警戒心は強く、西ドイツの再軍備を認めるかわりに、それに対する統制をねらって、超国家的な防衛共同体の創設を提唱したが失敗に帰した。そこで、それにかわるものとして、同同盟は条約の改正によって西ドイツとイタリアを加入させ、WEUに衣替えしたのである。その後、1990年にスペイン、ポルトガル、1995年にギリシアが加盟した。WEUは基本的人権および民主主義の諸原則の保持を目的としており、そのために経済的、社会的および文化的関係を強化し、集団的自衛を計り、ヨーロッパ統合の促進を掲げている。1993年11月に発効したヨーロッパ連合条約（マーストリヒト条約）では、同連合の防衛に関して、WEUとの連携を規定している。さらにEUをヨーロッパ全体の防衛の中心として機能させるために、加盟国以外に、準加盟国（ノルウェー、アイスランド、トルコなど6か国）、オブザーバー（オーストリア、デンマーク、フィンランドなど5か国）、および準パートナー（中・東欧7か国）の参加を認めたが、これらのうちアイスランド、ノルウェーおよびトルコを除く国々は、EUに加盟している。機関としては、加盟国の外相による理事会と総会がおかれた。

　1995年5月に発効した、EUの基本的枠組みを定めたアムステルダム条約の主な内容の一つは、ヨーロッパの一体性と独立を強化する共同防衛政策を枠組のなかに含む共通外交安全保障政策の遂行を確認したことである。これにより西ヨーロッパ連合の機能および能力はEUに移ることになった。さらに、2009年12月発効のリスボン条約で、EUの共通外交安全保障政策をより一層強化した。このように、EUがWEUの機能を肩代わりするようになったこともあり、イギリス、ドイツ等が西ヨーロッパ連合脱退を表明したことにより、2011年7月5日をもって同連合は解消されることとなった。
