Rising land prices and worsening living conditions drive city residents to the suburbs. This causes a decrease in the nighttime (residential) population in the city center, while the population and facilities in the suburbs and satellite cities increase. As a result, residential communities in the city center become hollowed out, and the city becomes suburbanized in a doughnut shape. This phenomenon is called the doughnut phenomenon. This trend can be seen not only in large cities, but also in small and medium-sized cities. The resulting urban decline, such as the turning of the center, especially the outer areas of the city center, into ghost towns (the inner city problem), is becoming a problem.

地価の高騰や生活環境の悪化は都市住民を郊外へと移動させる。そのため都心の夜間（居住）人口が減少し，都市郊外や衛星都市の人口や施設が増大する。その結果，都心部の居住コミュニティが空洞化し，都市がドーナツ状に郊外化する現象のことをドーナツ化現象という。この傾向は大都市のみならず，中小都市にも見ることができる。その際に生じる中心部，とりわけ都心の外周地域の〈ゴーストタウン〉化（インナー・シティ問題）など都市の衰退が問題となっている。
