During the pendency of a civil lawsuit, the parties can directly inquire of the other party in writing about necessary information in preparation for oral argument, without going through the court. It was established by the new Civil Procedure Code enacted in 1996 (Article 163 of the same Code). Inquiries must be specific, individual, and brief, and inquiries that are insulting or confusing may be refused.
