In the Heian period, warehouse operators stored and sold cargo at important river ports and charged a commission. At first, they were located at tsu (ship wharfs) and only handled transportation and storage, collecting warehouse fees, but as the movement of goods increased with the development of the manor system, they also began to function as a commerce company. Toimaru (questionnaires) from the Kamakura to Muromachi periods and Ton'ya (wholesale shops) from the Edo period are their successors.
