He is said to be the youngest grandson of Kiso Yoshinaka, and together with Yamamura Jinbei, he is the head family of the Kiso clan. He sided with Tokugawa Ieyasu in the Battle of Sekigahara, and in recognition of his achievements, the entire Kiso clan was awarded 16,000 koku in Mino Province. Heiemon Yoshishige and his family lived in Kukuri, Kani County. He was ordered by Ieyasu to govern the lands of Shinshu and Totomi, and was also ordered to inspect the Kureki (alternate attendance) area of the Tenryu River as the Kureki inspection officer of Funaaki Village in Totomi. In 1619 (Genwa 5), he was attached to the Owari Domain, but was a direct subordinate to the shogunate, with the same status as hatamoto and omote kotai yoriai, and also with the ability to make alternate attendance. 木曾義仲の末孫といわれ,山村甚兵衛とともに木曾衆の宗家。関ヶ原の戦で徳川家康にくみし,その功で木曾衆全体に美濃国内に1万6000石を給せられた。平右衛門良重は一族とともに可児郡久々利に住む。信州と遠州の地の支配を家康より命ぜられ,また遠州船明村榑木(くれき)改役として天竜川の榑木改めを命ぜられる。1619年(元和5)尾張藩に付属せしめられたが,旗本,表交替寄合並で,参勤交代もするという幕府にも直属する存在であった。
