The Outline for Agriculture and Rural Development up to 1967 was drafted by the Central Committee of the Communist Party of China in 1956. It has 40 items in total, and lists construction goals not only for agricultural production but for all aspects of rural life. The country is divided into three parts, and it specifies the unit area harvest goals for the areas south of the Yangtze River, north of the Qinling Mountains and Yellow River, and in between. After two revisions, it was officially adopted in April 1960. It served as a guideline for agricultural construction until the Cultural Revolution.
