This is one of the many right-wing groups formed after World War I, mainly composed of gamblers and construction workers, and is the most famous. Its official name is the Dai Nippon Kokusaku Kai. It was founded in October 1919 by leaders such as Umezu Kanbei from Kanto and Nishimura Isaburo from Kansai, who were concerned about the frequent labor disputes and the rise of socialism immediately after the war. It aimed to be an organization that could crush left-wing movements by force, in order to protect "the good customs and morals between labor and management based on Japan's traditional paternalism." At the time of its founding, Oki Enkichi was appointed president, Isobe Shiro was appointed chairman, and the members of the group included Home Minister Tokonami Takejiro, Suzuki Kisaburo, and Toyama Mitsuru.
