A legal code that amended or supplemented the first Ritsuryo in Japan. One of the three generations of the Code. It was started to be compiled in the later years of Emperor Kanmu, but was suspended once, but was resumed during the reign of Emperor Saga, and was completed in April 820 (Kōnin 11) by Fujiwara Fuyutsugu, Fujiwara Kadonomaro, Akishino Yasuhito, Fujiwara Mimori, Tachibana no Tsunenushi, and Okihara No Minuku. The Code compiled imperial edicts, imperial orders, official notices, official documents, etc. from 701 (Taihō 1) to 819 (Kōnin 10) into 10 volumes for each government office, and the Code also compiled the implementing rules of the Ritsuryo that were not stipulated in the Code for each government office into 40 volumes. It was compiled during the Kōnin era (810-824) and is therefore called the Kōnin Kakushiki, but it was revised repeatedly afterwards and was finally enacted in 840 (Jowa 7). The complete version no longer exists, but there is a portion of the formula in the back document of the Kujō family's version of the Engishiki, and there are fragments in other versions.

わが国最初の律令(りつりょう)を改変あるいは補う法典。三代格式の一つ。桓武(かんむ)天皇の晩年に編纂(へんさん)に着手し一度中断したが、嵯峨(さが)天皇の時代になって再開し、藤原冬嗣(ふゆつぐ)、藤原葛野麻呂(かどのまろ)、秋篠安人(あきしののやすひと)、藤原三守(みもり)、橘常主(たちばなのつねぬし)、興原敏久(おきはらのみにく)らが中心になって820年(弘仁11)4月にいったん完成した。格は、701年(大宝1)から819年(弘仁10)までの詔、勅、官奏、官符(かんぷ)などを各官司ごとに10巻にまとめ、式も、各官司ごとに、格に規定しなかった律令の施行細則的なものを条文化して40巻とした。弘仁年間(810~824)に編纂されたので弘仁格式というが、その後も修正が繰り返され、最終的に施行されたのは840年(承和7)のことである。完本は現存しないが、九条家本『延喜式(えんぎしき)』裏文書に式の一部と諸本に逸文がある。
