After World War II, the so-called consumption function debate developed with the goal of improving the accuracy of forecasting American consumption demand and theoretically explaining fluctuations in the savings rate proposed by S. Kuznets. In this debate, M. Friedman proposed the permanent income hypothesis. Friedman divided the actually observed measured income into permanent income and transitory income, and attempted to explain fluctuations in the savings rate by dividing it into the long-term trend component that depends on the former, permanent income, and the short-term fluctuation component that depends on the latter, transitory income.

第2次大戦後，アメリカの消費需要の予測精度を高めるという目的とS.クズネッツの提起した貯蓄率変動の理論的解明という目的とから，いわゆる消費関数論争が展開された。その論争のなかでM.フリードマンは，恒常所得仮説permanent income hypothesisを提唱した。フリードマンは，実際に観測される所得measured incomeを恒常的所得部分permanent incomeと変動的所得部分transitory incomeに分けたうえで，貯蓄率の変動を前者の恒常所得に依存する長期的趨勢分と後者の変動所得に依存する短期的変動分とに分けて説明しようと試みる。
