Title VII of the 1964 United States Civil Rights Act prohibited discrimination in employment and other areas on the grounds of "race, religion, sex, national origin, or skin color," but blacks, in particular, were naturally not prepared to compete on an equal footing with whites, even after discrimination was abolished, due to years of discrimination. This led to the idea of affirmative action, a policy that actively corrects discrimination against minorities (blacks, Hispanics, Native Americans, Asians, and Pacific Islanders) and women, ultimately achieving equality.
