Affirmative action

Title VII of the 1964 United States Civil Rights Act prohibited discrimination in employment and other areas on the grounds of "race, religion, sex, national origin, or skin color," but blacks, in particular, were naturally not prepared to compete on an equal footing with whites, even after discrimination was abolished, due to years of discrimination. This led to the idea of affirmative action, a policy that actively corrects discrimination against minorities (blacks, Hispanics, Native Americans, Asians, and Pacific Islanders) and women, ultimately achieving equality.

1964年のアメリカ合衆国公民権法第7編で〈人種，宗教，性，出身国，皮膚の色〉を理由とする雇用などの差別は禁止されたが，とりわけ黒人などは，長年の差別によって，差別が廃止されたからといって白人と対等に競争する準備は当然できていない。そこで考えられたのが，少数民族(黒人，ヒスパニック，先住民，アジア系，太平洋諸島出身者)と女性をめぐる差別を積極的に是正し，結果的に平等を実現しようという政策，つまりアファーマティブ･アクションである。
